Ryszard Balicki is Co-President of the IUS Council and Associate Professor at the University of Wrocław. A constitutional lawyer and expert on electoral law, he has been a member of Poland’s National Electoral Commission since 2019. His academic and public work focuses on the constitutional dimensions of democracy and the legal foundations of electoral processes in Poland and the European Union.
